F-1 English Language Requirements
8 C.F.R. § 214.3(k)(3) requires the "appropriate school authority" to determine "that the prospective student's qualifications meet all standards for admission.”
English proficiency is a required field in SEVIS, for creating and issuing Form I-20.
This is is usually met by having internal policies regarding English language proficiency needed to be admitted.
J-1 English Language Requirements
8 C.F.R. § 62.10 (a)(2) requires that: "The exchange visitor possesses sufficient proficiency in the English language, as determined by an objective measurement of English language proficiency, successfully to participate in his or her program and to function on a day-to-day basis."
The methods below may be used to show verification of English language proficiency:
- Recognized English language test (Ex: TOEFL, IELTS, OPI, recognized country specific tests, etc.)
- Signed documentation from an academic institution (Any publicly or privately operated primary, secondary or post-secondary institution in the United States or abroad that offers primarily academic programs).
- A documented interview conducted by the sponsor either in person or by videoconferencing, or by telephone if videoconferencing is not a viable option

Submit J-1 Student English Language Proficiency Declaration and accompanying documents.
